Skill Delay

I know this thread is probably in the wrong spot or has been answered but this is my first time on the forums so i apologize.

My issue is that the past 2 days i have been having a delay when i use anything: skills, potions, buffs, ect. Even when talking to NPC's. When i click on the Skill/item it takes about 2 seconds for it to register and actually use it. My internet connection is good and i have never had this problem before. i have tried restarting the client and my computer and nothing has worked and its frustrating, so any solutions or advice would be greatly appreciated! (:
